The Agriculture, Animal Husbandry, Water Resources and Technology Bureau of Guinan County and the Meteorological Bureau of Guinan County jointly issued a yellow warning for the meteorological risk of mountain flood disasters: Due to the impact of rainfall, it is expected that there is a high possibility of mountain flood disasters in Guinan County from 14:00 on July 3, 2025 to 14:00 on July 4, 2025 (yellow warning). The government and relevant units are requested to strengthen prevention measures, pay attention to real-time monitoring, flood prevention warning, and relocation and avoidance measures.

Instruction

1. Implement the county-level mountain flood prevention and protection responsibility system, and work with meteorological, emergency, and grassroots governments to monitor, warn, consult, judge, and respond to emergencies; 2. Relevant regions and units shall implement a leadership shift and 24-hour duty system, closely monitor precipitation conditions, timely activate contingency plans, and strengthen inspections and control of flash flood risk areas; 3. Real time monitoring of warning information, relevant departments implementing the "wake-up" and "call response" mechanisms, and timely carrying out the work of transferring and sheltering people in dangerous areas; 4. Strengthen the monitoring and inspection of reservoirs (hydropower stations), silt dams, small and medium-sized rivers, and mountainous river channels to ensure the absolute safety of key protected objects in the flood control engineering system of the basin.
